Outdoor dog wont potty train?

I got a 1.5yr old beagle (female) who lived her life on a doghouse. I now have her as an indoor dog, shes my baby BUT potty training is horrible. Its been a month now, and it seems no progress has been made. I think since she lived outside for her whole life, she doesnt understand that being outside is potty time, and inside is not. She just thinks we are going out to play, its getting very tiring. She is not spayed yet, but will be soon. Does being unspayed have anything to do with it? Ive been taking her out every hour basically, and shes still peeing in the house, sometimes as SOON as i bring her back inside. Oh, and i dont spank her, but if i catch her about to go potty inside iy yell NO! and she almost falls over & looks so scared haha … but i really do think she was abused by her previous owners so i refuse to spank her at all. helpppp!
